 If you tried placing a phone call to/in Costa Rica today and couldn't connect, remember that the I.C.E. today has inaugurated it's eight digit telephone numbering system effective for both cell phones and landlines. The changeover caused a system downtime between 12:00AM and 1:00AM this morning. The rules are simple though, simply add a 2 in front of landline numbers (such as 2643-3030) and an 8 in front of cellular numbers (such as 8555-5555).
